Eligibility

  • We welcome all talents in Hong Kong & the Mainland to share their open data-driven solutions with use of algorithms and take the challenge at the final contest in August.

  • Criteria of candidates: Age at 18 or above, residents of Hong Kong or the Mainland. Both individuals and corporate teams are welcome

  • The proposal must be a data-driven approach solution with the use of datasets from both Hong Kong and Shanghai governments, or any other relevant and reliable source of data.

  • All information submitted must be true and valid.

Judging Criteria

First Screening Judging Criteria

 

Innovation and creativity (20%)

  • The innovation in solving a specific problem or improving the development of a smart city;

  • Creative problem solving with a new form of application and use of effective data-driven solutions;

  • Cost-effective deployment and integration of resources (including list of datasets) or technologies.

Functionality with relevant use of open data sets (25%)

  • Understanding and effectively addressing requirements of user (customers, citizens, stakeholders) per study of related data to solve the issue;

  • Empowering users to accomplish their functions efficiently (customer-centric, citizen-centric);

  • Regulatory compliance, industry/ sector best practice compliance (if applicable)

  • Ease of implementation;

  • Providing scalability and interoperability;

  • Enhancement planning for foreseeable market/ sector/ community needs.

 

Market potential/ performance, internal user buy-in or public acceptance (20%)

  • Current market share/ user base and rolling take-up rate;

  • Realistic/ justifiable market growth projections for local;

  • Future diversification into new industries/ sectors/ communities.

 

Benefits and impact (20%)

  • Creating a new operational model for business and public sector enterprises;

  • The extent of new and enhanced revenue/profits and/or tangible cost savings, (monetary, efficiency and productivity);

  • Creating impact: industry-impact, sectoral-impact, social-impact on accessibility and availability, quality and satisfaction for customers/ citizens;

  • Enhancing public/ market/sectoral community awareness of the use and benefits;

  • Including ESG factors in measuring the sustainability and societal impact of this project.

 

Technical aspect (10%)

  • Use of algorithm to create a model of data with a set of heuristics and calculation;

  • Proven effectiveness of algorithm that can solve the chosen topic, improve efficiency and analyze the data you use for specific types of patterns or trends.

REMARK: The algorithm applied would be tested as part of the solution evaluation.

 

Quality (5%)

  • Reliability and stability;

  • Quality standards as reflected by external quality marks/certificates;

  • User-friendly interface (if applicable);

  • Good presentation with team work.

 

Other Evaluation Key Points on proposal:

  • Thorough understanding of the selected proposition;

  • Clear explanation on selection and use of data;

  • Analytical tools/ models with insights justification;

  • Level of impact towards business and people’s livelihood;

  • Innovation of the team with its capability to utilize data;

  • Utmost importance at the final in August: Vision of the team on similarities and differences of the two cities from data comparison and analytics (the participating teams must use the data of the two cities at the same time)

  • Feasibility of converting data works into data products (bonus points)

Semi-Final Judging Criteria

 

Problem Requirement (10%)
Describe the creative motivation and brainstorming process, including pain point analysis, analysis of existing solutions and their flaws, clearly stating the target audience of the solution, or identifying unmet user needs and market opportunities. Encouraging the discovery of new problems.

 

Creativity and Innovation (20%)
Unique creativity in aspects such as data integration, usage, application scenario design, and business model;
Achieve differentiation from mature industry solutions, with certain technical innovations.

 

Data Application (10%)
Clearly list the data used, details of data analysis, and the integration and security of data application.

 

Technical Architecture (10%)
Ideas for modeling, conceptual design of the modeling process, explanation of algorithm innovation principles, and submission of the technical solution.

 

Results and Analysis of Results (20%)
Explain in detail the expected application results of the work. Explain the application of algorithms, based on the algorithm model and the competition data, the output of the model analysis result set, evaluation scores, and the analysis of the application results.

 

Value of the Work (20%)
Explain the potential social benefits, economic benefits, and commercial value of the work, pointing out the unique value and highlights of the solution.

 

Key Risk Issues (10%)

Identify key market and technical issues faced and propose a reasonable and feasible avoidance plan.

Assessment Process

Assessment Process

In the course of evaluation, the curator, i.e. B4B Limited and judging panel may require access to relevant information in the applicant’s possession. The applicant will be notified in advance if such access is required. Any information supplied by the applicant for the purpose of the Hong Kong/ Shanghai Co-operation Open Data Challenge 2024 will be treated as confidential and will not be released by B4B Limited and related parties without the applicant’s permission.

  • Receive training from both governments and open data providers to understand the characteristics of data sets in both regions.

  • Gain insight into the open data sets of both regions and more effectively utilize open data to find business insights.

  • Participate in promoting the development of open data in both regions, interact with open data departments in both regions, and optimize open data sets (during and after the competition, the competition committee may collect feedback from each participating team on the depth of data sets).

  • Gain a better understanding of the role of data prosumers and actively participate in the Shanghai-Hong Kong data ecosystem platform.

  • Receive training and guidance from the Shanghai Data Exchange on data compliance and the value of data products.

  • Receive training from both governments and open data providers to understand the characteristics of data sets in both regions.

  • Gain insight into the open data sets of both regions and more effectively utilize open data to find business insights.

  • Participate in promoting the development of open data in both regions, interact with open data departments in both regions, and optimize open data sets (during and after the competition, the competition committee may collect feedback from each participating team on the depth of data sets).
